If the annotation level is present, the levels disappear from the TOC by switching to the Cesium map.

• Open this map
• Enable 3D
• Open the TOC

Expected Result

• All three layers are present in TOC

Current Result

• The TOC is empty

Switching back to 2D map and removing the annotation layer and then Sswitching back again to the 3D map, the layers are available in TOC.
