Update CesiumJS to latest release 1.131.
A full review of Cesium functionality in MapStore is needed:

• Check all layer types are still working as expected
• The readyPromise method implemented in some layer classes seems removed so we should update custom component and function to align with new behaviour
• Check styling in Cesium for 3D Tiles, WFS and Vector layers
• Check drawing system in annotations and measurement tool
• Check map views, in particular clipping and masking system
• Terrain layers creation should be reviewed, using just terrainProvider does not seem to work anymore
