- Replace Planemo Code of Conducts with Galaxy's for consistency and because @tnabtaf is a better point person than me.
- Add a project governance document (tl;dr @jmchilton can do whatever he wants until someone cool asks him to stop).
I prefer Planemo's but I have repeatedly argued that consistency is better than perfection. Switching contact person from me (John Chilton) to Dave Clements because lets be honest he is much less likely to offend or make someone uncomfortable than me.
Update: Rebased with changes suggested by @mvdbeek.
