# Goal
The goal of this PR is to enable selective running of npm install
scripts for packages in the dependency tree. This can be enabled in any
directory containing npm scripts (ie, 'package.json') simply by added a
file `package-exceptions.json` with the following structure:
```json

    "package": "package-name",
    "script": "script-name"
  }
]
```
(NOTE, `script` is optional and defaults to "install" if not supplied)

The override behavior must be invoked by running the supplied script; it
is currently hooked in to building/running E2E tests in both the
Makefile script and CI pipeline.

# Goal
The goal of this PR is to ensure that our CI pipeline is using at least
version `>= 11.5.1` of `npm` in order to support OID auth from GitHub.

It refactors many individual references to `actions/setup-node` into a
composite action that incorporates both `actions/setup-node` as well as
the specific commands to ensure a recent enough version of `npm`.

Another benefit is that the default version of Node.js for all of our CI
workflows is now specified in a single place (but can stlll be
overridden per invocation if necessary)

# Goal
The goal of this PR is to enable building a WASM runtime that can be
used directly with Chopsticks to build blocks.
Chopsticks runs its own node code that does not include Frequency's
custom host functions. While it is possible to instruct Chopsticks to
ignore unresolved host function references when loading the WASM, there
remains the problem that any runtime calls to the unresolved host
function(s) will result in a WASM trap/abort.

This PR adds a new Cargo feature flag, `no-host-functions`, that causes
the WASM runtime to be compiled without any compile-time OR runtime
references to custom host functions, thereby enabling such a runtime to
be used to produce blocks when running under Chopsticks.

# Description
This PR does the following:
- Adds `revoked_at` block number to the overall `DelegationResponse`,
indicating the revocation of the overall Provider relationship, rather
than individual Intent(s)
- Adds `explicit_revoked_at` block number to `DelegationResponse` for
each delegated Intent; the existing `revoked_at` maintains its original
meaning of the earlier of the Intent or overall Delegation revocation
block.
- Changes the newly-added runtime API method
`get_granted_intents_by_msa_id` to
`get_delegation_for_msa_and_provider`, to provide a stable method for
obtaining an entire delegation rather than just the list of delegated
intents. Previously getting the entire delegation would have required a
direct storage query, or retrieving ALL delegations. As this was a
recently-added API method, the only downstream effect is internal, as it
had not been deployed yet.
