What kind of change does this PR introduce?
This PR fixes #1517, where ordered lists would not correctly count and always keep the counter at 1. This issue has been introduced with #1487.
Additionally, tests have been added for ordered lists as well as sub-lists to avoid similar mistakes in the future.
