Reverts #86388
Failures remain on https://ci.chromium.org/p/flutter/builders/prod/Mac_android%20android_semantics_integration_test. This commit got bundled with the Engine roll, but since it looks like it's failing the same way as on the original attempt at landing this, I'm reverting this one.
