Reverts #64847
DDS does not support IPv6 yet which is breaking various internal workflows. Our internal testing infra requires ipv6 and our workstations are also on IPv6 which makes remote development not possible via dds.
This functionality should not be submitted to flutter_tools until ipv6 is supported.
