The android.builtInKotlin flag is set to false, but the kotlin-android plugin has been removed from the corresponding app/build.gradle file. This configuration will likely prevent Kotlin sources from being compiled. If the intention is to migrate to AGP 9's built-in Kotlin support, this flag should be set to true. This appears to be a recurring pattern across multiple projects in this PR.

This is intended. As part of upgrading to AGP 9, the Flutter Migrator tooling automatically appends android.builtInKotlin=false when flutter build is invoked.
