This pull request disables the use of the deprecated Mock GrBackendSurface in the Skia library. It removes some #includes and adds a define to disable the legacy mock backend surface. I have identified a medium severity issue related to the removal of unused code.

medium: According to the Flutter styleguide, it's recommended to remove unused code. Since SK_DISABLE_LEGACY_PARAGRAPH_UNICODE, SK_DISABLE_LEGACY_NONCONST_SERIAL_PROCS, and SK_DISABLE_LEGACY_NONCONST_ENCODED_IMAGE_DATA are no longer needed, consider removing them to keep the code clean and maintainable.

Skia is moving the [Ganesh Mock code around](https://skia-review.git.corp.google.com/c/skia/+/1169976). Flutter wasn't using any of the GrBackendSurface things (e.g. GrBackendTexture), but it was relying on some #includes that I've fixed here.
