This pull request disables multithreaded tests for the OpenGL ES backend in run_tests.py. This change allows for the re-enabling of several fragment shader tests in fragment_shader_test.dart that were previously skipped for the OpenGL ES backend. The changes appear correct and align with the goal of fixing and enabling more tests for the OpenGL ES environment.

…flutter#182384) fixes flutter#180764 test exempt: is test Opengles requires a separate context for the raster and io threads that have a share group. Opengles requires a separate context for the raster and io threads that have a share group. Swangle doesn't seem to have support for that so we'll just run the opengles tests in a single threaded environment.
