This pull request correctly fixes an issue where a scrollbar could be dragged even when there was no scrollable range. The logic is updated to properly check for a scrollable range by comparing maxScrollExtent and minScrollExtent. A new test case has been added to validate this fix. The changes are well-implemented and improve the correctness of the scrollbar behavior.
