Add a `gradle_errors.dart`entry for missing NDK source.properties file #167320

Adds an error handler for #164085, based on the suggested workaround.

The only related Android issue I could find is http://issuetracker.google.com/issues/201557284, which suggests it is due to an incorrect path for the NDK within the Android directory, which means that allowing AGP to re-download would fix the issue. Users also suggest that doing that fixes the issue in this comment #164085 (comment), so the handler suggests that as the official workaround.
