Reverts #154675 as it regresses ScrollViewKeyboardDismissBehavior.onDrag.

Fixes #160331

Revert LGTM 👍

+1 to reopening the issue. We should still fix that. @nick9822 not sure if you have time to take another shot at relanding that PR in a way that doesn't cause the linked issue, but I would be happy to review that if you do.

Revert LGTM 👍

+1 to reopening the issue. We should still fix that. @nick9822 not sure if you have time to take another shot at relanding that PR in a way that doesn't cause the linked issue, but I would be happy to review that if you do.

Sure, will rebase the existing PR branch once this is merged and add new onScroll variant as discussed in that PR.
