Can we make this 1.3 a constant and put it on the top of the file? And also wonder if there's any link that we can refer for this number?

maybe we should also mention the issue comment(// https://github.com/flutter/flutter/issues/99933) here and below? Or maybe we can just skip kIsWeb || !isCanvasKit and label that with the issue comment like:
