Previous attempt at optimizing resizing on windows to eliminate unnecessary surface destroy / create flutter/engine#24428 caused #76465 and hence was backed out. This issue tracks taking the PoC from https://github.com/clarkezone/angle/tree/resizeswapchaintest, landing it and then hooking up AngleSurfaceManager to it.
