If a GCP image is tagged with GVNIC support, GCP will replace the default virtio nic with the more optimized GVE NIC. Enable building the kernel module for that. Signed-off-by: Jeremi Piotrowski <jpiotrowski@microsoft.com>

Add support for GCP gVNIC
This enables the gve driver in the kernel, which handles the gVNIC device on GCP. We also update existing networkd configs for gcp to handle gve devices in the same way as virtio_net so that device naming is predictable (eth0 with aliases).
