#8932 introduced an internal abstraction called ChromeAdapter that encapsulates logic for detecting Chrome's API and using it for inference. Having agreed that abstraction seems reasonable, this PR implements it.
Replaces #8917 to clarify we're now merging into the new vaihi-exp integration branch.
