New User sign up does not show "Minimum character for password" only shows 404 error. #5499

Description
What did you expect to happen?
New user should be prompted what the minimum number of password characters is and amend it to successfully sign up as a new user.
What actually happened?
Reproduction Steps
- Turn on minimum number of password characters
- Logout and create new user with a password below the set min characters
