Reworked TallyPoll to get rid of its internal map as maps are unordered structures in go, making an inconsistent chain state when storing them. Made sure to sort all the slices before storing them in state.
Remove sort from MsgCreateGroupCmd and MsgUpdateGroupMembersCmd since the table structure will sort members automatically.
