apt clean autoclean and apt autoremove both need the --yes/-y flag too, they can ask for user input sometimes

In this PR I bump the base images to use
ubuntu:22.04.Update: this PR is in draft until the SGX-SDK supports 22.04 (next release). In the meantime, I port some of the other changes to #679
