Description
This is a first pass at YAS-219. It adds a
setupcommand togethservice which creates a genesis configuration for a single node POA network with a single funded account.Still left to be done
docker-compose upis called. If it's already been deployed we should use the existing ExecutionManagerContributing Agreement
