Tracking issue for packaging related issues leading up to moving ./tests to ethereum/execution-specs:

• chore(packaging): publish hive.py as a package #1560
• Package the resolver as a wheel? We won't need the resolver going forward, but this is required in order to distribute eest as a wheel.
• chore(packaging): clean-up pyproject.toml and README.md ready for publish #1561
• chore(packaging,deps): enable "dynamic" package version from git tags execution-specs#1451
• (not required to move ./tests/!) chore(packaging,ci): add a github workflow to publish ethereum-execution-* execution-specs#1452
