Seeing conformance tests for ReferenceGrant fail in #780
Here is the list of failed tests

• HTTPRoutePartiallyInvalidViaInvalidReferenceGrant
• HTTPRouteReferenceGrant

Once fixed they should be enabled via https://github.com/envoyproxy/gateway/blob/main/test/conformance/conformance_test.go
