time: SimulatedTimeSystem makes hds_integration_test.cc flaky

Between https://github.com/envoyproxy/envoy/pull/6139 and https://github.com/envoyproxy/envoy/pull/6175 -- [hds_integration_test.cc](https://github.com/envoyproxy/envoy/blob/master/test/integration/hds_integration_test.cc) ran with simulated time, but proved to be flaky.

This is most likely due to some issue with the implementation or use of SimulatedTimeSystem::waitFor:
