Description:

Adding a new entry to external_deps of this pgv_cc_proto_library in api/bazel/api_build_system.bzl gives 'Argument list too long' error on osx, but not on linux https://circleci.com/gh/envoyproxy/envoy/69111.

Repro steps:

  1. Uncomment this line.
  2. bazel build @envoy_api//envoy/... on osx

Logs:
