Expected Behavior
Window should not move when attempting to resize from the bottom or right corners.
Actual Behavior
Window moves.

I have a repro branch here using electron-quick-start: https://github.com/devinbinnie/electron-quick-start/tree/drag_issue
You'll need to provide your own cert/provisioning profile to make it work.
This was not reproducing on Electron v40.0.0, only seems to be v40.1.0+
