Seems to have reduced memory on Jenkins by ~5% master vs [this PR](https://infra-stats.elastic.co/app/kibana#/visualize/edit/8bd92360-1b92-11ea-b719-aba04518cc34?_g=(time:(from:%272021-01-27T22:25:17%2B00:00%27,to:%272021-01-27T23:58:18%2B00:00%27))&_a=(query:%27host.name:kibana-ci-immutable-debian-tests-xxl-1611786457180190792%27%29) And TeamCity resources look much better as well. |

The
maxWorkersdefaults to one less than the number of cores. On TeamCity, we're seeing CPU/Memory almost at 100% which is resulting in some timeouts in tests. Additionally, it's causing similar issues in Jenkins. We're giving the box a little more breathing room here.
