The Ingest and a portion of the security solution tests were disabled because of the dataset -> data_stream changes from this PR: #78699

This PR bumps the docker container commit hash to this one: elastic/package-storage@a513227

Which includes the upstream package registry and package rename changes and reenables the tests.
