This PR adds a "send feedback" link in the header which links to our discuss forum. I'm using an elastic short URL which we can update later.
I also changed the settings link now that we have 2 links in the header. It used to say "general settings", and now it says "settings". I also updated the flyout title from "Ingest management" to "ingest manager"
