For PRs that don't require CI, such as changes to docs only, skip CI altogether.
Uses the GitHub API to check the PR for changes. The API returns up to 3000 changes.
If the API returns 3000 changes, CI will always run.
If the API returns an error (or some other error happens related to checking), it will be logged to the console, and CI will run.
Both previous and new filenames are considered for renamed files when looking at changes.
