In line with the observability-wide effort for consistent menu options utilizing the new header in Kibana (#77591) we'd need to make the following changes for Logs & Metrics:

• Move "Add data"/"Alerts"/"Anomaly detection" from in-app navigation to secondary header bar ([Logs UI][Metrics UI] Move actions to the kibana header #84648)
• Reduce height of in-app navigation by 32 px (similar to what Security uses currently) ([Logs UI][Metrics UI] Tweak navigation bar size for infra apps #84498)
