Once #220197 will be merged, we need to remove the Significant Events UI and related advanced settings once a project is created with the Logs Essentials tier.

✔ Acceptance Criteria

When Kibana starts in Logs Essentials tier...

• should hide the Significant Events tab from a stream view detail
• should make it impossible to reach the significant events page by deeplink
• should disable related APIs which make use of AI/ML capabilities
• should not register the advanced settings to enable the Significant Events view. The work done in [Core] Expose isFeatureAvailable method from pricing API server setup #223525 should make it easy to disable the setting during the setup lifecycle of the plugin.
