Agentless is not supported on <8.18 stacks. This removes agentless deployment mode for unsupported stack versions.
Agentless ingestion is supported on >=8.18 stacks. This enables the option for agentless ingest on these stacks.

This goes with #13104. This PR should be merged second. These changes will remove agentless on unsupported stack versions (so these stack versions have a path to upgrade the integration without agentless) and then add support back on the correct stack versions.
