Summary

Cross project search is used in multiple locations in Kibana (navigation, override badge on Dashboard panels, spaces settings etc) and it makes sense to move it to eui.

Why are we making this change?

✨ Feature: Adding a new crossProjectSearch icon to provide a common source of truth for product usage.
