With this change we are adding the allocation deciders in create components we can simplify the use in the Autoscaling plugin and implement reserved state handler in the future.

Main changes start here, with allocation deciders passed in, we don't seem to need the holder anymore and we can directly construct the capacity service.

nit: I'd prefer to keep the original name, since this does not just return a field and constructs new objects, i.e., the expectation is that it is called once only (or that a unique set of unique deciders is desired).
