AnalyticsProcessManager.stopmethod synchronized to prevent swallowingstopsignal.This PR relaxes the synchronization a bit aiming at:
stopsignal will not be swallowed (i.e. ifstopis called soon afterstart, thestartaction will not execute)Relates #49680
