Should we also update the docs to reflect the changes in the permissions that the repository-s3 plugin now requires?

@DaveCTurner with this PR we do not require any new permissions. Instead, it removes the extra requirement introduced by #34123 |

Adds a verification mode for read-only repositories. It also makes the extra bucket check on repository creation obsolete, which fixes #35703.

This PR was backported to 6.x, so the extra BWC conditions are not needed anymore
