- Removes mutual dependency between GatewayMetaState and TransportNodesListGatewayMetaState
- Deguices MetaDataIndexUpgradeService
- Deguices GatewayMetaState
- Makes Gateway the master-level component that is only responsible for coordinating the state recovery
