Add known issues for all prior releases for #109254

I haven't included 8.15.0, as it should be fixed by then (but no fix is in place yet)

added a text suggestion. also recommend that you backport these changes to 8.15 ... the 8.15 release notes don't need to include this change, but the updates to release notes for these affected versions need to be reflected in our eventual 8.15 docs.

Is version 8.14.3 affected by the issue as well? The release notes are not reflecting this and the fix is merged for 8.15.0 #109254 (comment).
