Adds the new docs CI checks. This will enable a preview to build our new Markdown-based docs.

@colleenmcginnis Is there a way to manually run the docs build on other branches? For example if we want to build and review the docs on a branch before a PR is merged.

@mjwolf After this is merged, we'll pull these changes into #2451 and a preview will be built. The same will happen in PRs touching docs files going forward. Does that answer your question?
