I'm gonna backport to 7.17 even if those actions are not used... but I think it can help with avoiding misleading... for 8.x branches is not needed, eventually 8.14 will not be maintained and 8.15 won't contain those changes |

We want to delete the opentelemetry workflow.
Why
We now support Observing the CICD at large scale without the need to use a specialised
workflow.
