I'm using this PR as a test ground for the SSL failure.

…plating#9757) [release/10.0.1xx] Source code updates from dotnet/dotnet - Updated editorconfig so I could build locally with a newer SDK. Changed the exception logic for tests to not rethrow, thus losing the stack trace. - Adding publishing test results files directly to artifacts. - Had the wrong path for the test results. - Changed build verbosity for OSX to diagnostic. - Turn on system.debug.
