This aligns .NET Standard with the PR made in CoreFx. For more details, see the API discussion.
This is a last minute firedrill for preview 5 (which will be used for demoing functionality during Build), which means I'll have to merge this by tomorrow morning. If there are any concerns, please let me know ASAP or we'll simply back it out after preview 5.
