@mmitche, I'm making the change in MSBuild instead, so this should be green once that flows.

Great! I think this is broken internally at the moment too somehow: https://dev.azure.com/dnceng/internal/_build/results?buildId=739418&view=results. So I assume that will get a new msbuild and get fixed too?
