I see that this is updating Microsoft.NETCore.App.Ref. Where is a matching update of Microsoft.NETCore.App.Runtime for it?

Both are updated in this PR. But, it looks like this is another instance where we need a new SDK. Will update this PR once one's available.

Here's the problem: https://github.com/dotnet/aspnetcore-tooling/blob/master/src/Razor/test/testapps/Directory.Build.targets. This doesn't import root directory.build.targets, so we don't get the FrameworkReference workaround. binlog confirms that these tests are getting their runtime version directly from the SDK. Can someone from the product team comment on whether or not this is intentional for these tests? CC @pranavkm @javiercn

Updating the SDK to get past this, will play around with the FrameworkReference update locally to see if I can get it working to avoid this in the future
