Test VS Code when the Razor Language server is launched with "--DoNotInitializeMiscFilesProjectFromWorkspace"

This is a follow-up to https://github.com/dotnet/razor/pull/11591.

VS Code should be tested with the "--DoNotInitializeMiscFilesProjectFromWorkspace". If everything works properly, this issue tracks removing the option.
