Pull request overview
Updates the MSBuild VMR source-build validation pipeline to only exclude Roslyn in -mt validation, aligning the pipeline defaults with the fact that other previously-blocking repos have been unblocked.

Only roslyn remains, other repo blocker fixes have been merged
