Not quite. This PR tracks the shipped API in Preview6. This will act as a base for #4165, which will have a clear delta of the API changes in the main (Preview7).

@joperezr @wtgodbe @mmitche merging this under the "tell" mode - this only tracks the shipped API, no expectations of this being shipped.
