@zivkan FYI I pushed a commit to this to hopefully resolve the spectre issue. Code complete is tomorrow 5pm

Prebuilt usages are different from the baseline. If detected changes are acceptable, update baseline with:
/__w/1/s/eng/finish-source-only.proj(136,5): error : cp '/__w/1/s/artifacts/log/Release/generated-new-baseline.xml' '/__w/1/s/eng/tools/prebuilt-baseline.xml'

Except eng/tools/prebuilt-baseline.xml doesn't exist. I'm looking at the msbuild file, but it's not immediately obvious where the original data source is. I'll keep looking, but perhaps you know and can fix it much more quickly than I can

This is the same issue I noticed in the flow to main. See #3463 (comment). d7905b2 needs to get cherry-picked.
