We have a 9.13.8 script already which makes it hard to test 9.13.8 fixes without creating a huge git diff.

This is a release management task and as per our policy I will self-merge it after the build

The default email regex could create a performance issue and covers a lot of very odd scenarios. This simpler default one is simpler and more performant while still covering most scenarios. Admins with very special odd scenarios can still put their own regex using the Security settings if they want but we ship a decent but performant one out-of-the-box.

Updates versions to 9.13.8 and other autogenerated files

- Each letter gets a random font (instead of a single random font for all the letters)
- Each letter gets a random position jitter
- Each letter gets a random rotation jitter
- Letters are now bold which is a touch harder for OCR
- Random lines are added
- Some noise is applied to the background image

Improved several aspects of the captcha control

Hardened handling of DnnImageHandler url validation

Refactored MessagingController

Improved performance of default email regex

Ensure text injected into JS strings is encoded

This reverts commit 41865c6.

Mark unused CoreCacheType enum as obsolete
